Public Rights to Information and Attendance at Meetings

YOU HAVE A RIGHT TO:-

• Attend all Council, Committee and Sub-Committee meetings unless the business to be dealt with would disclose 'confidential' or 'exempt' information.
• Inspect agendas and public reports five days before the date of the meeting.
• Inspect agendas, reports and minutes of the Council and all Committees and Sub- Committees for up to six years following a meeting.
• Inspect background papers used to prepare public reports for a period of up to four years from the date of the meeting. (A list of background papers to a report is given at the end of each report.) A background paper is a document on which the officer has relied in writing the report.
• Have access to the public register of names, addresses and wards of all Councillors with details of the membership of all Committees and Sub-Committees.
• Have a reasonable number of copies of agendas and reports (relating to items to be considered in public) made available to the public attending meetings of the Council, Committees and Sub-Committees
• Have access to a list setting out the decision making powers the Council has delegated to their officers and the title of those officers.
• Copy any of the documents mentioned above to which you have a right of access. There is a charge of 15p for each side of A4, subject to a minimum charge of £4.

PARTICIPATION

Public participation at the Area Forum meetings is welcomed. There will always be an opportunity at the meeting when you can raise any issues at all that concern you about the Area even if they not listed on the agenda. This is known as the Open Session or Open Forum.

The public may also take part in the debate on any item, which is on the agenda, under the direction of the Chair. However, once the Chair has directed that the public involvement in the debate has ended, it will be then the responsibility of elected South Gloucestershire Councillors to conclude their own debate and make any decisions. By law, actual decisions on items on the agenda can only be agreed by elected South Gloucestershire Councillors. The Chair will explain where appropriate

  To confirm the sums allocated to the Southern Brooks Area Forum in respect of the 2011/12 New Homes Bonus and to consider a process by which the Forum will establish proposal to use the allocated funding

  South Gloucestershire Council is consulting on its budget and council tax levels for next year (2013/14). This is your chance to comment on the Council's priorities, its council tax and proposals to improve services and increase efficiency
• 11. Highways Maintenance Priorities (Pages 29 - 36)
  To request that the Area Committee identify local area priorities, selected from the Local Transport Maintenance Options list, to be funded using the Committee's annual allocation of £60,000 as part of the Local Transport capital programme 2013/14
• 12. Local Transport Capital Programme 2012/13 (Pages 37 - 50)
  To note the progress on the delivery of the Area Committee funded schemes and to delete any schemes on the Task Register that are no longer considered necessary

  The next meeting of the Southern Brooks Area Forum will be held at the Greenfield Centre, Winterbourne on 26th February 2013, starting at 7pm
