As part of the South Gloucestershire Council's response to Covid 19, we are introducing Support Marshals to support us in our work to help contain and manage a local outbreak. You will be aware the Government awarded funding to all Local Authority areas for this purpose, which we are now pleased to announce we have commissioned thorough a local provider and launched on the 26th October.
The role of Support Marshals is not to enforce Covid – 19 regulations and they will not have any enforcement powers, this remains the remit of the Police and Local Authority Enforcement Officers. Their primary role will be to 'engage and explain' with residents and our communities and encourage best practice as outlined below:
- Patrol our communities and areas of high footfall
- Target areas in communities that experience issues with social distancing at key times, such as schools
- Work with shopping centres and retail parks, meeting and greet customers as they enter shops;
- Prompt customers to wear face masks;
- Direct customers to an appropriate place to purchase a face mask;
- Issue face masks (until the small stock carried with them depletes);
- Encourage appropriate social distancing;
- Encourage hand sanitising;
- Observe and provide information back to South Gloucestershire Council that might indicate further support needs.
In total we have recruited four Support Marshals who may work in pairs or in isolation. Decisions on where they will be deployed will be determined by the Local Outbreak Management Plan sub group for High Risk Social Activity, which meets weekly to review the public health data, information from agencies such as Licensing and the Police; and community intel, this will ensure we are deploying them in to our areas where we have identified the need. Our first locations for deployment included Yate Shopping Centre, The Willow Brook Centre and Emersons Green. We hope that towards the end of this week (30/10/2020), the Marshals will be deployed to Abbeywood Shopping Park; Staple Hill shops and Kings Chase Shopping Centre.
Beyond this, they will be deployed on a weekly basis to areas such as our busy High Streets, outside school gates and any other areas of concern.
They will carry with them appropriate identification and will wear high-visibility jackets displaying South Gloucestershire Council logo and Corporate Security Advisors logo.
We are in the process of communicating with key stakeholders to make them aware of this and will be contacting, parish and town councils, shopping centres and other interested parties.
